  • Position Summary:
    The Associate Director of Equity & Compliance/ Deputy Title IX Coordinator will be responsible for: Title IX complaints and investigations and VAWA compliance. This position will serve as the Deputy Title IX Coordinator and lead investigations in sex and gender-based harassment or discrimination. This position participates in collaborative and coordinated efforts in University-wide policy development, monitoring, complaint processes, consulting, education and outreach, and information and reporting. Civil Rights complaints and investigations. This position will serve as the Lead Civil Rights Investigator in complaints into violations of Title VI, Title VII, FMLA, ADA and Section 504 Rehabilitation Act, and relevant University Policies on discrimination. This position provides leadership and expertise on matters of discrimination impacting faculty, staff, students, student employees, and members of the public throughout Southeast Alaska. Jeanne Clery Disclosure of Campus Crime Statistics Act compliance. This position will serve as the Assistant Clery Act Compliance Coordinator. This position provides direct support for the Director of Equity & Compliance in the annual Security and Fire Safety Report and assists in determining reportable Clery Crimes per federal law. The Assistant Clery Compliance Coordinator is a professional resource for all laws and regulations outlined in the federal Clery Act.

    Duties:

    Assistant Clery Act Compliance Coordinator: Under the direction of the Director of Equity & Compliance as it applies to all UAS campuses:
  • Assist the DOEC in maintaining records for all Clery Act-associated records.
  • Assist in coordinating all related activity in support of the publication of the UAS annual security report including the disclosure of campus safety policies, compilation and reporting of campus crime statistics, timely warning requirements, and disclosure of crime and fire log information.
  • Assist in collecting and analyzing data describing crime, crime patterns, and crime trends. Support the DOEC in determining Clery Act reportable data. Provides reports and feedback to the DOEC to establish policies and procedures governing campus safety

    Designated Deputy Title IX Coordinator: under the direction of, and reporting regularly to, the Director of the Office of Equity & Compliance (DOEC): Lead prompt and proper investigation of all complaints of sex-based discrimination, including sexual harassment and sexual violence, for all UAS campuses throughout Southeast Alaska:
  • Collaborate on jurisdictional assessments and document jurisdiction decisions with other Office of Equity & Compliance staff,
  • Make initial inquiries and document details collected to present to the DOEC,
  • Assist the DOEC perform and document risk analysis (gatekeeping analysis) based on investigation and inquiry information gathered,
  • Responsible for regular records maintenance and retention of complaints and investigations, to be reviewed by the DOEC,
  • Conduct audits of records retention and provide feedback to DOEC
  • Lead formal investigations and document all phases of an investigation for any formalized hearing process,
  • Recommend appropriate discipline authority to DOEC and document referral for policy violations,
  • Be trained in the Violence Against Women Act (VAWA), and assist in updating policy and procedure to reflect changes that come
  • Act as the representative of the DOEC in an instance that they are unavailable Act as a Civil Rights Investigators responsible for sexual harassment and sexual violence intervention. Responsible for coordinating academic accommodations for students due to pregnancy. As well as employee accommodations related to Pregnancy. Oversee investigations into pregnancy related discrimination. Address, and make known to the DOEC, patterns or systemic concerns that arise during review of complaints. Provide reports of efficiency to the DOEC for coordination and response to sexual harassment and sexual violence, including efficacy of interim measures, steps taken to eliminate hostile environment, steps taken to remedy discriminatory effects on students, employees, vendors and visitors to campus. Provide information to students and employees regarding Title IX rights and responsibilities. Including assisting with annual training requirements for Title IX Responsible for coordinating recording complaints of sexual harassment and sexual violence for Clery compliance, and communicating with K-12 School districts that have partnered with UAS to allow minor participation in University sponsored events, and academic processes. Oversee any civil rights investigators not designated as the Deputy Title IX Coordinator, working on assigned investigations. Assist the DOEC with the development and implementation of a comprehensive education and prevention plan for students and employees focusing on issues relating toTitle IX, Title VII, and harassment based on sex (including sexual violence and sexual misconduct). Assist in overseeing delivery of ongoing programming and training initiatives for students and employees aimed at preventing discrimination. Monitor and track training records for University employees and students.

    Lead Civil Rights Investigator (Title VI, Title VII, ADA Section 504): Under the direction of the Director of Equity & Compliance; Lead proper handling and investigations of complaints of discrimination under Title VI, Title VII, FMLA, ADA and Section 504 Rehabilitation Act, and relevant University Policies on Discrimination. Responsibilities include:
  • Making initial inquiries and document details collected for review by the DOEC,
  • Coordinating with the DOEC implementation and documentation of accommodations,
  • Leading formal investigations and document all phases of an investigation for review by the DOEC,
  • Collaborating with UA Human Resource Services and Student Affairs as necessary,
  • Collaborating with Disability Services as necessary
  • Recommending appropriate to the DOEC for discipline authority and document referral for policy violations, Perform duties as the lead Civil Rights Investigator into Civil Rights Investigations Address, and make known to the DOEC, patterns or systemic concerns that arise during review of complaints. Lead investigations of complaints regarding accommodations under ADA/Section 504 from UAS employees and students Assist the DOEC with the development and implementation of a comprehensive education and prevention plan for students and employees focusing on issues relating to Title VI, Title VII, and University policy on discrimination. Assist in overseeing delivery of ongoing programming and training initiatives for students and employees aimed at preventing discrimination. Monitor and track training records for University employees and students.

    Knowledge, Skills, Abilities:
    The Associate Director of Equity & Compliance must have progressively increasing responsibilities demonstrating integrative leadership within Student Affairs units, directing, managing, supervising, and coordinating a wide variety of people, services, departments, programs, activities, and operations.

    Demonstrated sensitivity to and understanding of diverse academic, socioeconomic, cultural, ethnic, indigenous, and disability backgrounds of students and employees.

    Demonstrated knowledge of current trends and issues affecting student services in higher education.

    Demonstrated knowledge of federal, state, and local laws, regulations, and guidelines related to mental and physical health, academic and other accommodations, housing, and student conduct.

    Ability to coordinate the campus life and student services programs with other divisions and offices so as to be responsive to the needs of a diverse student population.

    Proven ability to work as a team player, appropriately exhibiting a positive attitude, a sense of humor, and the ability to tolerate and flourish in an environment characterized by multiple complex factors, competing priorities, ambiguous situations, and resource challenges.

    Ability to supervise and evaluate assigned staff while building a highly effective working team.
    Excellent skills in oral and written communication.

    Ability to interpret and apply college policies and procedures; ability to resolve issues, resulting in mutual respect and tolerance of varying points of view.

    Ability to interpret and apply local, state and federal law to unique and sensitive situations of discrimination; being equitable in decision making while remaining complainant to the appropriate law that is applicable

    Demonstrated skill in file management software.

    Strong organizational skills, demonstrated use of data informed decision making, and
    experience with strategic planning.

    Typical Experience:
    Three to Five years of experience in the application of educational equity, social justice and/or discrimination law including investigation experience. A combination of education and experience will be considered

    Required Education or Training:
    Minimum Bachelor's degree in related field and three to five years relevant experience, or an equivalent combination of education, training and experience.

    Juris Doctorate or Master's degree preferred.

    Academic degrees in the following fields are preferred: Higher Education policy, Social Justice/Equity, Student Affairs, Human Resources, Law, Justice, Counseling, Social Work or a discipline closely related to these.

    Preferred Qualifications:
    • Previous experience Title VI, Title VII, FMLA, ADA and Section 504 Rehabilitation Act
    • Knowledge of the Federal Jeanne Clery Disclosure of Campus Crime Statistics Act
    • Knowledge of and experience with issues related to gender-based violence.
    • Knowledge of current state and federal law and regulations related to Title IX and VAWA for educational institutions receiving federal assistance.
    • Knowledge of best practices as they relate to institutions of higher education compliance with Title IX and VAWA.
    • Community engagement and outreach experience.
    • Previous experience managing compliance with federal and state laws or an organization's high-risk regulations.
    • Previous experience working successfully with people of diverse cultural and ethnic backgrounds, working with, and recognizing indigenous populations local regions.

    Experience conducting civil rights investigations or equivalent.

    Salary Information:

    This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 80, based on education and experience.
