Job Description:
Title IX, Affirmative Action & Compliance Officer
Professional, Non-Unit Position (NUP)
Campus Location: Danvers/Hybrid
Work Schedule: 37.5 hours per week


Reporting to the Chief People & Culture Officer (CPCO), the Title IX, Affirmative Action & Compliance Officer will serve as the College's Title IX Coordinator and Affirmative Action Officer, playing a pivotal role in co-creating an inclusive, supportive, and proactive culture at NSCC. This position will perform the duties and responsibilities of the Title IX Coordinator and Affirmative Action Officer as described in the College's Policy on Affirmative Action, Equal Opportunity, and Diversity (PAA) as well as ensure compliance with the PAA, Title IX regulations, and all related local, state, and federal laws and regulations. The Title IX, Affirmative Action & Compliance Officer will work collaboratively with areas across the College community including Academic Affairs, Campus Police, the Chief Diversity & Equity Officer (CDEO), the Dean of Students, General Council, Human Resources, the President's Office, and Student Affairs. This position will provide leadership in promoting an understanding of these regulations and policies within a community that is people-centered, mission-focused, and committed to holistic student support and success. The Title IX, Affirmative Action & Compliance Officer will work with community partners as well as local, state, and federal organizations to promote an understanding of equity-based compliance within the NSCC community and the North Shore.

Education, Awareness, and Technical Assistance

Develop and implement a vision and strategic plan for Title IX, Affirmative Action (AA), and Equal Opportunity (EO) education and compliance that advance the mission of the College and builds a culture of understanding, appreciation, and compliance with these laws and policies;
Coordinate the College's compliance and provide technical assistance and consultation on statutory and regulatory requirements in the areas of Title IX and AA/EO;
Monitor, review, analyze, and make recommendations concerning the College's processes and systems pertaining to these laws and policies;
Assist with the development, scheduling, and implementation of regular events on campus to raise awareness in the community about all forms of discrimination (including sexual harassment and sexual assault), as well as the College's policies and procedures;
Prepare and distribute Title IX educational awareness-raising materials, i.e., posters, brochures, and web-based material;
Work collaboratively with the College's CDEO to promote a proactive culture and provide educational opportunities centering on equity and inclusion for faculty, staff, and students;

Facilitation of Complaints and Investigations
Receive, investigate, and resolve complaints regarding discrimination and harassment, including Title IX complaints, and complaints regarding denial of reasonable accommodation requests by employees, students, and others protected under state and federal laws and regulations and/or the College's PAA in compliance with state and federal laws, executive orders, collective bargaining agreements, and College policies and procedures;
Coordinate and organize a College team of Investigators and Deputy Title IX coordinators to support sustainable capacity and efficient practice for equity-based compliance at the College;
Collaborate with offices within Academic Affairs, Campus Police, the CDEO, the Dean of Students, General Council, Human Resources, the President's Office, and Student Affairs when relevant with respect to complaint referrals, investigations, resolutions, and reporting;

Community Building, Collaboration, and Reporting
Have a presence in the North Shore community and beyond in promoting people-centered, equity-based compliance, and NSCC's mission;
Represent the President and the College at community events and activities;
Coordinate the development and implementation of the annual assessments of campus climate with regard to sexual misconduct;
Serve as an integral part of the Compliance Committee and governance committees across the College;
Work cooperatively with relevant government offices to ensure compliance with accessibility laws;
Attend and participate in meetings and training for Affirmative Action Officers and Title IX Coordinators;
Serve as the College liaison with the Board of Higher Education and Directors of Affirmative Action and Title IX in other community colleges to ensure appropriate uniformity throughout the Commonwealth;
Assist in responding to system, state, and federal audits.

Other duties and responsibilities assigned by the CPCO.

Master's, or advanced degree in human resources, student development, higher education administration, or other relevant disciplines; or Bachelor's degree with seven (7) years of relevant experience;
At least three (3) years of professional experience in the area of Title IX and AA/EO compliance;
Knowledge of applicable laws and guidelines related to Title IX and AA/EO;
Experience administering Title IX and AA/EO and/or handling Title IX and AA/EO;
Demonstrated experience in investigations and complaint resolution;
Sensitivity and commitment to the goals of AA/EO and workforce diversity;
Evidence of excellent written communication and interpersonal skills;
Experience working in a diverse environment and a commitment to diversity, equity, and inclusion;
Ability to handle confidential and sensitive situations with diplomacy and excellent judgment.
Candidates will be required to pass a CORI/SORI and/or National background check as a condition of employment.

Juris Doctor (JD) Degree;
Five (5) years of progressively responsible experience in Title IX and AA/EO compliance;
Experience interpreting federal and state laws and regulations pertaining to the Americans with Disabilities Act (ADA) and federal law Section 504;
Experience providing training across broad institutional, state, and/or federal lines on laws, policies and procedures;
Demonstrated ability to provide leadership in organizational change;
Multilingual skills and/or proficiency;
Higher Education experience

Additional Information:
