Job Summary:
Reporting to the Associate Vice President of Student Life and Dean of Students, the Title IX Coordinator will have primary responsibility for managing the day-to-day responsibilities associated with the University's compliance obligations under Title IX of the Education Amendments of the 1972 Civil Rights Act and the Violence Against Women Act Reauthorization of 2012 (VAWA).

The Title IX Coordinator will oversee the collection of relevant facts related to any reported Title IX incident and assessing whether a further review or investigation is necessary in order to ensure the safety of the impacted student, staff member, third party, and/or the community. As a neutral party, the Title IX Coordinator will coordinate teams tasked with investigations and adjudications of alleged sex and gender discrimination. In this capacity, the Title IX Coordinator will notify and conduct intakes with complainants, respondents, and witnesses; coordinate logistics of investigations and hearings, including reviewing and preparing documents for reviews and hearings. The Title IX Coordinator will collaborate with other staff members to manage interim supportive measures, as needed. The Title IX Coordinator will also collaborate with other University offices to ensure that University constituents are aware of options and resources with respect to reporting and filing complaints alleging sexual misconduct and/or discriminatory behavior based on sex and gender, including sexual orientation and gender identity and pregnant and parenting students. The Title IX Coordinator will create and facilitate mandatory and supplemental training programs and educational outreach.

As a member of the larger staff in Student Life, the Coordinator will collaborate and cooperate to create leadership and intercultural competence opportunities to support student learning and development in the Jesuit Catholic tradition. The mission of Student Life is to fully support holistic student development within a social justice framework centered in preparing students to be caring, socially responsible citizens in our global and local community.

Full Job Description:
Job Responsibilities
  • Serve as the Title IX Coordinator for the entire USF community, including all cases involving faculty, staff, students, and vendors
  • Receive and respond to inquiries and discrimination complaints from campus constituents and third parties in a timely manner, providing a fair and neutral process for all parties
  • Collaborate with campus offices and partners including Athletics, Center for Academic and Student Achievement, the Office of the General Counsel, Human Resources, Office of Student Conduct Rights and Responsibilities, and the Department of Public Safety to review or investigate any reported Title IX-related incident
  • Collaborate with other campus offices, as needed, to provide appropriate interim supportive measures
  • Supervise Deputy Title IX Coordinator and their focus of work related to prevention and education efforts, REPS Advisor Committee, REPS interns, and connection with Athletics Department
  • Collaborate with local community organizations, as needed to provide appropriate resources to the USF community
  • Assign investigators to cases that move to the formal grievance process, including assessing conflicts of interest; review draft and final investigation reports; prepare reports for party reviews and hearings; prepare and send formal communications to parties throughout process
  • Recruit, train, supervise staff to serve as investigators, as needed
  • Recruit, train, and supervise staff/faculty to serve as support persons/advisors, as needed
  • Utilize Maxient, the University's comprehensive data management system to organize, manage, and track Title IX inquiries, complaints and investigations
  • Review and ensure University policies, procedures, protocols and practices are in compliance with Title IX and VAWA regulations and other applicable state and federal laws and regulations
  • Provide ongoing consultation and technical assistance on Title IX for all campus constituents; develop and disseminate educational materials and trainings tailored for faculty, staff, and students
  • Serve as a liaison to standing and ad hoc committees pertaining to sexual violence
  • Prepare annual report(s) on the number, nature, and disposition of complaints. Identify patterns and make recommendations, and provide quarterly data reports to risk management for insurance
  • Act as a University representative when communicating with federal government compliance officers, as needed
  • Review, design, update, and implement policies, programs and strategic initiatives relating to whistleblower protection, Equal Opportunity, antidiscrimination, harassment and retaliation, and related matters in collaboration with the Offices of Human Resources and the General Counsel
  • Create and implement nondiscrimination policies and procedures for responding to student discrimination complaints, reports of improper activities, and retaliation for reporting improper activities
  • Manage the Title IX programming budget
  • Develop and facilitate training for all university responsible employees/mandated reporters
  • Manage relationships and contract with all with all third-party Title IX vendors
  • As needed, support students needing to file police reports, seek medical treatment, and/or seek protection orders from the courts, although generally referred to community resources that have accompaniment programs
  • Serve as the 24-7 on call liaison and resource for Title IX-related matters


Qualifications

Education
  • Master's Degree required (higher education administration or other relevant discipline is preferred)


Experience
  • Minimum of 2-3 years of progressively responsible experience in a related field
  • Demonstrated experience coordinating investigations alleging discrimination and/or sexual misconduct
  • Knowledge of and experience with current issues, trends, and laws related to gender-based violence
  • Experience in higher education, particularly in the areas of student life and gender equity is strongly preferred


Knowledge, Skills and Abilities
  • Demonstrated knowledge of current state and federal laws and regulations related to Title IX, Campus SAVE Act, Clery Act, and VAWA is required
  • Knowledge of compliance for educational institutions receiving federal assistance
  • Ability to manage multiple, on-going and complex caseload of Title IX-related incidents and complaints
  • Excellent judgment, personal maturity, strong interpersonal skills and the ability to remain a neutral party
  • Effective project management, organization and analytical skills
  • Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies
  • Strong written communication skills
  • Excellent attention to detail, strong problem-solving skills, the ability to deal with confidential and sensitive information
  • Ability to build relationships and establish collaborative partnerships across the institution and peer institutions
  • Maintenance of professional qualifications through on-going training and professional development
  • Willingness to work flexible hours including minimal nights and weekends.

$110,000 to $120,000 annualized; commensurate with experience
